Hampshire Mineral and Waste Plan (HMWP)- watch out for the new consultation in Jan 2024

Next steps towards an updated Hampshire Minerals and Waste Plan:
This is the next step towards an updated ‘Joint waste plan’.
Districts and Single tier authorities collect your domestic waste and the County Council has the responsibility to dispose of it responsibly. This includes incineration, recycling and reuse. 
The plan will include ‘safeguarded sites’ for minerals including oil and gas exploration (Avington) , recycling sites (The Worthys, Bullington Cross) ,quarries and wharfs such as Micheldever Station.

Also included: new sites (eg Three Maids Hill) and there should be policies to protect those living nearby to sites and the impact of vehicles on unsuitable roads.

Hampshire’s five minerals and waste planning authorities are entering the next stage in updating the Hampshire Minerals and Waste Plan – fulfilling our collective duty to ensure that the whole area can continue to provide a steady and adequate supply of minerals for building homes, schools, hospitals and roads, as well as provide sufficient waste resources and facilities. 

During this and next month, an update of the Hampshire Minerals and Waste Plan (the ‘Proposed Submission Plan’) will be considered by each of the five authorities (Hampshire County Council, New Forest National Park Authority, Portsmouth City Council, Southampton City Council and South Downs National Park Authority) to determine whether each Authority agrees that further consultation can take place prior to the Plan being submitted to the Government’s Planning Inspectorate for examination.  

The Hampshire Minerals and Waste Plan is evidence-based and in line with national planning policy. The local policies contained within the Plan guide the decisions that each of the five minerals and waste planning authorities make when determining planning applications for minerals extraction or waste infrastructure and operations. Subject to all five minerals and waste planning authorities approving the consultation of the Proposed Submission Plan, the public and other stakeholders will be invited to provide their feedback over eight weeks, starting in January 2024, as required by national planning regulations.  

Responses will be submitted to the Planning Inspectorate for scrutiny, together with the Submission version of the Hampshire Minerals and Waste Plan.
