Motorcross at Matterley from 1st June 2018

Dear Residents

We wish to inform you of the necessary gap and road closure details for this year’s British MXGP Event at the Matterley Estate.

Please note that opening will be during Friday 1st June and egress from the site will be from 17:45 on Sunday 3rd using the A272 to go East and A31 to go West/North/South via J9 & J10 M3.

We have taken an extract from the MXGP Traffic Management Plan and hope that this clarifies some of the restrictions in place for this year’s event around the weekend of 2nd and 3rd June.

Traffic Management
To manage the ingress and egress around the British MXGP site, Traffic Management solutions will be deployed on the network in consultation with Highways, Winchester and Hampshire Constabulary

Speed Limits
The A31 and A272 are unrestricted roads with applicable speed limits. There is a need to reduce the speed on the roads for increased safety, particularly around site access/egress points.
The A272 will be restricted to 40mph from 1000 Wednesday 30th May till 1400 Monday 4th June – finish time will be flexible and dependent on traffic remaining on site. It will be removed ASAP.
The speed restriction will apply from the A31 to 100m east of Gate K (A272 entrance) in both directions
The A31 will be restricted to 40mph from 0930 Friday 1st June till 2200 Sunday 3rd June – finish time will be flexible and dependent on traffic remaining on site. It will be removed ASAP.
The speed restriction will apply from the Lady Croft Farm Roundabout to Percy Hobbs Roundabout on the westbound A31. It will also apply from Percy Hobb Roundabout to Avington Lane on the eastbound A31.
As a contingency, the speed limit signage will be laid out from Avington Lane to Lady Croft Farm Roundabout, and can be invoked if required.

Gap Closures
The gaps on the A31 between the Percy Hobbs roundabout and the Lady Croft Farm roundabout will be closed from 0930 Friday 1st June till 2200 Sunday 3rd June – finish time will be flexible and dependent on traffic remaining on site. It will be removed ASAP.
Advance Warning and ‘On The Day’ signs will be erected to communicate the closures to road users.

Traffic Lights
For the safe and efficient operation of some of the gates, traffic lights will be utilized on some of the gates where required.
Gate G (A272 Junction A31) and Gate K (A272) will have 3 way sets of traffic lights from 0600 Wednesday 30th May till 1400 Monday 4th June – finish time will be flexible and dependent on traffic remaining on site. They will be removed ASAP.
The lights will be manually operated during the day and will be set off the road when the Welcome Centre is closed – i.e. from 2200 till 0600.

Road Closures
There are 2 potential closures for the event. These will be laid out and ready for deployment if required.
• The right hand turn from the A272 onto the A31
• The Spitfire Link from the Spitfire roundabout in a north bound direction
These closures can be put in at any time between 1000 Wednesday 28th May and 1400 Monday 4th June.

Cone Plans
To assist through traffic and make safe, efficient use of the A, B, C, and D entrance/exits on the A31, lane designation signage and centre line coning will separate lanes 1 and 2.
This will be implemented from 0930 Friday 1st June till 2200 Sunday 3rd June – finish time will be flexible and dependent on traffic remaining on site. They will be removed ASAP.
These will run from Gate A to 50m past Gate D.
Between Gates B and C, lane 1 of the A31 westbound will merge out into lane 2 to allow Gate C to egress freely into Lane 1.
Cones will be available at the junction of the A31/A272 to close the right hand turn if required.
Cones will be available at the Spitfire Link off the roundabout to close the northbound carriageway if required on the Sunday evening to allow a smooth egress for all visitors.

We apologise for the inconvenience this brings to the area for the few days of the event.

Racing will be between 0900 – 1900 on Saturday and Sunday, there will be 30 minutes practice prior.

The Noise Hotline number will be available from event opening on Friday 1st June through to event egress on the Sunday evening.
It will be situated in the Event Control Office should the need to call regarding excessive noise. Music on Friday and Saturday evenings will be turned down at 2300hrs on each evening and turned off at midnight.
