This is to give you notice of the Proposed modifications to Winchester’s LPP2- deadline for responses 12th DECEMBER 2016

Consultation on Proposed Modifications

The City Council Planning Officer says,”I am writing to inform you that following the Examination to consider the soundness of the submitted Winchester District Local Plan Part 2 – Development Management and Site Allocations (Local Plan Part 2 – LPP2) in July 2016, the Council has been informed by the Inspector that subject to including a number of modifications that were discussed during the Examination Hearings, that LPP2 could be found sound in due course.

This reflects the ‘Note of Initial Findings’ published by the Inspector Nigel Payne, on 28 July 2016.

The Council has now compiled a series of Modifications to LPP2, which reflect matters in response to representations and discussion at the hearings. These Modifications are published for consultation for 6 weeks from 28 October until noon on 12 December October 2016.

Please note that comments are only sought on the new Modifications and cannot be made on other elements of the Plan. At this stage, you are only able to make comments in relation to legal compliance, the duty to cooperate and the soundness of the proposed Modifications. Please ensure your representation clearly refers to the modification reference. The Council has published a schedule of Main Modifications, which reflect the matters raised in the Inspector’s Note of Initial Findings, together with a schedule of Additional Modifications, which the Council is proposing to add further clarity in response to matters raised.

The Modification schedules, tracked change version of LPP2 showing all modifications and proposed edits, together with the Sustainability Appraisal / Strategic Environmental Assessment (SA/SEA) and updated evidence, can be viewed online on the City Council’s website www.winchester.gov.uk/planning-policy/local-plan-part-2.

Your comments should be sent using the form provided on the website and be submitted online or by email to ldf@winchester.gov.uk. Completed paper forms, which are available at the places where the Plan and Modifications can be inspected should be returned to City Offices, at the above address, all responses must be received no later than noon on 12 December 2016.

Please be aware that all comments we receive will be publicly available and will be included on our website.

A paper copy of the proposed modifications and updated SA/SEA can be inspected at:
· Winchester City Council’s City Offices, Colebrook Street, Winchester, SO23 9LJ Monday to Thursday 8.30am – 5.00pm and Friday 8.30am – 4.30pm.

All responses to the Main Modifications will be forwarded by the Council to the Programme Officer to then forward to the Inspector who will consider these as in his report to the Council. Responses to the Additional Modifications, will be considered by the Council in due course.”
